In Windows 3.1 you can load your browser as one window, and a DOS or Unix editor in a second window. Whether you are on the network, or not, you can edit and save changes to your HTML files and switch back to the browser and reload your document(s). If your browser does not have a reload button, you may have to restart the browser to see the new text.

If you choose the "Open Location" (or similar title) option from your browser's File Menu, you will enter the URL pointing to your files. If, on the other hand, you choose "Open File" from the File Menu, you can point the browser to a file on your machine without being connected to the Internet at all. This is a good way to practice HTML, and to prepare your documents.
